When is a vessel officially loaded for customs?

As soon as a vessel has been loaded on board, it is officially loaded for customs. The vessel’s departure date is irrelevant.

There are still quite a few misunderstandings concerning the delivery and loading of goods for export. In principle, if no export declaration has been submitted, a shipment may not be loaded on board the vessel. Unfortunately, a consignment still occasionally manages to avoid being caught. For this reason, we will briefly explain the basic rule to be followed:

A shipment is officially loaded as soon as it is lifted by a crane or is on board the vessel. From that moment on, it is no longer possible to register customs documentation.

If your container is on board an outgoing vessel, but the vessel will remain in port for a while, then you are not allowed to file an export declaration.
