Newsflash: Russia – Raising awareness for compliance with restrictive measures

A while back Customs received several questions regarding the preparation of customs declarations for cargo ex-Russia. These questions showed that it is not yet clear that no commercial release can be made for such shipments without the explicit prior approval of the customs services.

Outbound movements to Russia or Belarus are proactively screened by customs using manifests or when submitting export declarations. Inbound shipments, originating or coming from Russia and Belarus that are or may be subject to an import ban, must either be proactively screened by the shipping companies or are subject to controls by Customs at the time a customs declaration is filed for those shipments. If these shipments are subject to an import ban, it is prohibited to place them under a customs procedure.
